Can I Send Broadcasts While My Business Verification Is in Review?

Yes, you can send WA API broadcasts while business verification is in review. New business portfolios can reach up to 250 unique customers in a rolling 24 hours with template messages; replies within 24 hours of a customer's message don't count, and all numbers in a portfolio share the limit. Check your limit in WhatsApp Manager > Account tools > Messaging limits, quality rating in Account tools > Phone numbers, and verification in Meta Business Suite > Settings > Security Centre (up to 14 business days). Verification lets Meta consider raising the limit to 2,000 after a quality check; after that, limits rise automatically with good quality and usage.

Short answer: yes. You can send WA API broadcasts while Meta is still reviewing your business verification. Until your limit goes up, you can reach up to 250 unique customers in any rolling 24 hours with messages you start (template messages, such as broadcasts).

This guide applies to WA API numbers.

What the messaging limit means

  • The limit counts different people you message in a rolling 24-hour period, not messages. 3 messages to one person count as 1.

  • Only template messages you start count, like broadcasts. Replies within 24 hours of a customer's message don't.

  • All WhatsApp numbers in the same Meta business portfolio share one limit.

  • New business portfolios start at 250. Higher limits are 2,000, 10,000, 100,000 and unlimited.

  • If a broadcast goes over the limit, the extra messages fail. The failed reason Strive shows depends on the error Meta returns.

How to see why a broadcast message failed

  1. In the broadcast report, double-click the number under the Total Failed column.

  2. Scroll right. The reason is shown under the Detail column.

See How to View WA API Broadcast Failed Reason.

How to check your messaging limit

  1. Log in to Meta Business Suite with an account that has access to your business portfolio.

  2. Open WhatsApp Manager.

  3. Go to Account tools > Messaging limits. Your current limit is shown there.

  4. To see each number's quality rating, go to Account tools > Phone numbers.

Your limit is shown in WhatsApp Manager, not in Strive. See also Check Your WA API Messaging Limits.

How to check your business verification status

  1. In Meta Business Suite, go to Settings > Security Centre.

  2. Look under Business verification for your status, for example in review or verified.

A decision can take up to 14 business days, and Meta notifies you when it's done. You need full control of the business portfolio to see this.

What happens after verification is approved

  • Verification lets Meta consider raising your limit to 2,000. Meta checks your message quality first, so it isn't guaranteed straight away.

  • Another way to reach 2,000 is to deliver 2,000 template messages to different people within 30 days, using templates with high quality.

  • After 2,000, Meta raises the limit one level at a time, within 6 hours, when quality is high and you used at least half your limit in the last 7 days.

  • When your number reaches a higher limit, Meta also reviews its display name automatically.

Tips to stay within your limit and keep quality good

  • Split big broadcasts into batches that fit your limit, and schedule the rest for the next day.

  • Only message contacts who agreed to hear from you.

  • Make messages useful and personal. Avoid sending too many messages in one day.

  • Choose the right template category. See Understanding WA API Templates Message.

  • Watch for blocks and reports. Meta rates quality from the last 7 days of reactions.

Common questions

  • Will my broadcast be blocked while verification is in review? No. You can keep sending within your current limit.

  • Do replies to customers count towards the limit? No. Replies within 24 hours of the customer's last message don't count.

  • I have 2 numbers. Do they each get 250? No. Numbers in the same business portfolio share one limit.

  • Does verification instantly give me a higher limit? Not always. Meta reviews your message quality first, then raises the limit if approved.

  • Does this also apply to WA Coexistence? No. This limit applies to WA API numbers. Coexistence numbers follow different limits. See WA Coexistence Messaging Limitation.

  • Is this the same as Meta Verified (blue tick)? No. Business verification confirms your business details. Meta Verified is a separate paid subscription.
